Encore Performance! Is it only up to the anchor store to guarantee footfalls?

Anchor stores are almost akin to the star performers that ensure houseful responses at the box-office. In the sense that they act as magnets to attract footfalls to the mall. Nevertheless, with the multitude of shopping options available to shoppers, the pressure to deliver expected performance raises questions on whether these stores are actually helping in the co-promotion of the malls. Wouldn't it be better if the remaining centre takes up the best supporting role to guarantee footfalls and establish itself as a shoppers' favourite destination?
